With reference to the letter from this Department of the 23rd August last on the subject of Bolshevik activities in China, I am directed by Hr.Secretary Amery to transmit to you, to be laid before Secretary Sir Austen Chamberlain the accompanying Ha-copy of a despatch from the Governor of Hong Kong
with regard to propaganda in China, together with copies of two telegrams of the lat April from the Secretary of State to the Governor of Hong Kong to which 10.1st Apl.
reference is made in the Governor's despatch.
2. Kr.Amery concurs in the views expressed in paragraph 8 of Sir C.Clementi's despatch, and he proposes, subject to Sir Austen Chamberlain's concurrence, to approve the Governor's recommendations.
